Report of Contractor Employment Distribution by Programs

Purpose

To assist the Department of Energy in determining employment levels in each program office for funding purposes.

Coverage

Report employees filling positions identified as full-time status or part-time status on the Subcontractor's approved staffing plan. Employees filling those positions who were transitioned or assigned from any other source (company transfer or new hire) should be counted. Employees filling intermittent or temporary positions on the Subcontractor's approved staffing plan should not be counted. Part-time refers to an employee's status (i.e., employee works less than 40 hours per week), intermittent refers to the fact that the position is filled by your company less than 1000 hours per year and has been exempted from workforce transition on the staffing plan.

Frequency

Quarterly - Reporting periods ending March 31, June 30, September 30 and December 31.

Due Date

Subcontractors must submit the report by the 10th day following the close of each reporting period. This report should be submitted via email or fax to:

Instructions
  1. Field/Operations Office - Enter "ORO"
  1. Contractor/Facility - Enter the company name as used in the subcontract.
  1. Facility Code - Choose one of the following from the pull down list, Oak Ridge, TN, Paducah, KY, or Portsmouth, OH
  1. Report Period - Choose the appropriate reporting period from the pull down list.
  1. Subcontract # - Enter the entire subcontract number.
  1. Employment
    1. Bargaining - Enter the number of Bargaining Unit employees, as described in "Coverage" above, beside the "EM - Environmental Management" program office. Bargaining Unit Employees are those working under a union contract.
    1. Non-Bargaining - Enter the number of employees, as described in "Coverage" above, other than Bargaining Unit employees beside the "EM - Environmental Management" program office.
    1. Total - Enter the total of both Bargaining and Non-Bargaining employment beside the "EM - Environmental Management" program office. Enter the totals of each column at the bottom of the report form.
    1. Grandfathered Employees - Of the total workers on the report, enter the number of workers that are considered Grandfathered Employees in the space provided.
